Director of CIA William Burns warns of Putin’s failing grip on power as Russia’s war in Ukraine continues
In a recent essay published in Foreign Affairs, William Burns, the director of the U.S. Central Intelligence Agency (CIA), warned of the deteriorating situation in Russia as a result of the ongoing war in Ukraine. Burns, who previously served as ambassador to Russia, highlighted the erosion of President Vladimir Putin’s power, the damage inflicted on the Russian military, and the growing disaffection within the country.
According to Burns, Putin’s original goal of seizing Kyiv and subjugating Ukraine has proven to be “foolish and illusory.” The Russian military has suffered immense losses, with over 315,000 soldiers killed or wounded and a significant portion of the country’s prewar tank inventory destroyed. Additionally, Putin’s military modernization program has been hollowed out.
In the essay, Burns urged U.S. lawmakers to pass a new package of weapons and equipment for Ukraine, emphasizing the strategic and geopolitical benefits for the United States. He noted that the ongoing war in Ukraine has quietly corroded Putin’s power at home.
As the conflict nears its second anniversary with no end in sight, Burns emphasized that despite the economic and military efforts mobilized by Russia, the war has brought shame to the country and exposed its weaknesses.
While Ukraine has struggled to maintain its battlefield positions, Western support and aid have been crucial in bolstering its fight against Russia. However, enthusiasm for aid to Ukraine has waned in Washington and other Western capitals.
Burns emphasized the importance of preserving Western aid to Ukraine, arguing that it is a relatively modest investment with significant geopolitical returns for the United States and notable returns for American industry. He warned that withholding support for Ukraine could lead to strategic losses for both Ukraine and the U.S., while Russia would be left to deal with the enduring costs of Putin’s actions.
