Canada Implements New Measures to Reduce Foreign Student Population
In an effort to address the housing crisis and alleviate pressure on public services, the Canadian government has announced plans to reduce the number of foreign students coming to the country. This decision will also affect some graduate students who will not be given a work permit.
According to the Canadian Ministry of Immigration, the new upper limit for visas in 2024 will be approximately 360 thousand, reflecting a 35 percent decrease from 2023. Immigration Minister Marc Miller emphasized that the federal government will work with provinces overseeing the education system to implement this cap.
Minister Miller explained that the restriction aims to protect students attending private schools and, at the same time, relieve the pressure on housing and services. He pointed out that some private institutions operate on under-resourced campuses, charge high tuition fees, and do not offer support to international students, which has exacerbated the housing crisis and strained public services.
The Minister believes that a smaller student population would contribute to a decrease in rents, which have been soaring in Canada due to rapid population growth from migration. This growth has also put pressure on services such as health and education.
However, the decision to reduce the number of foreign students has been met with criticism, particularly from universities that rely on international students who generate an average of $16 billion annually for Canada. Ontario, the most populous province, has received the largest share of international students and is expected to be significantly impacted by the new measures.
Additionally, some businesses, including restaurants and the retail sector, have warned that the foreign student limit will create a shortage of temporary workers, further affecting the economy.
The move to decrease the number of foreign students will also have global implications, as approximately 40 percent of foreign students come from India, with China ranking second at 12 percent.
While the government’s decision aims to address pressing issues, it is clear that there are significant economic and educational consequences that must be carefully considered. The relationship between Canada and its international student population is likely to undergo significant changes in the coming years.
