Competition Committee Exposes Procurement Violations in 25 State Institutions
In the past two months, the Committee on Competition in Uzbekistan has uncovered a number of procurement violations in 25 state institutions. The total damage from these violations, which were related to Article 29 of the “Law on Competition”, reached 20 billion UZS. Shockingly, more than a third of this amount, approximately 7 billion UZS, was found in organizations in the Fergana region.
The top three regions with the highest value of tenders conducted with violations were Khorezm (2.2 billion UZS) and Tashkent (1.8 billion UZS). Significant amounts of violations were also identified in Bukhara and Andijan regions (1.1 billion UZS each) and in Jizzakh region (about 1 billion UZS).
Some of the most extensive violations were discovered in the Kokand beautification department, which totaled 6.3 billion UZS. Other major violators included the Chirakchi District Medical Association in Kashkadarya (1.7 billion UZS) and the Olympic boarding school in Bagat District (1.1 billion UZS).
All results of tenders conducted with violations have been annulled by the committee, and orders have been issued to resolve the issues in all the organizations involved.
Furthermore, the supervisory body has uncovered additional major violations since the beginning of September. An investigation is currently ongoing regarding the state company “Toshshaharttranshizmat” in relation to competitive tenders totaling 8.2 billion UZS. The Committee on Competition continues to ensure fair competition and adherence to procurement regulations in order to prevent further violations and protect the interests of the state and its citizens.
