Evaluation of Botir Zokirov’s Five-Year Term as Uzbekistan’s Minister of Construction
In 2019, Botir Zokirov took on the role of Minister of Construction with the goal of transforming the industry during his five-year tenure. However, as time passed, his efforts seemed to lose their initial boldness, with many promises remaining unfulfilled and corruption within the system becoming more prevalent. One particular area of concern was the conflict of interest between Zokirov and the construction organization “Trust 12.” Kun.uz has taken a closer look at Botir Zokirov’s time in office.
From the construction of COVID centers to the development of the Olympic Village, Zokirov made significant strides to increase transparency within the construction sector. Projects were awarded through electronic tenders in the “Transparent Construction” national information system, and key institutes were established under the ministry to enhance competence and technical regulation.
However, reports emerged of projects being awarded to “Trust 12,” a company tied to Zokirov’s relatives, without proper tenders. The Anti-Corruption Agency noted that projects worth billions were given to “Trust 12” under questionable circumstances, highlighting a clear conflict of interest.
Despite Zokirov’s promises to root out corruption and illegal construction activities, his tenure saw continued issues in these areas. The construction sector remained one of the most corrupt, as indicated by rankings and reports from the Anti-Corruption Agency.
Ultimately, Zokirov’s time as Minister of Construction came to an end in 2024 when he was relieved of his duties by President Shavkat Mirziyoyev. Sherzod Khidoyatov, the First Deputy Minister, was appointed as the acting minister to take over. However, like his predecessor, Khidoyatov also has unfulfilled promises, such as the delayed master plan for Tashkent city.
