Foiled Terrorist Attack in Jalal-Abad

Two Minors Detained in Kyrgyzstan for Alleged ISIS Links

Two minors belonging to the international terrorist organization Islamic State – Wilayat Khorasan have been detained in Jalal-Abad, according to a report by the State Committee for National Security of Kyrgyzstan (SCNS).

The 16-year-old teenagers were apparently recruited into the organization through the Internet and, as per the SCNS, were instructed by foreign emissaries to plant an improvised explosive device near the main New Year tree in the central square of Jalal-Abad. Additionally, they were allegedly planning to organize a terrorist attack and an armed assault on the Dormition of the Mother of God Church.

Upon inspecting their mobile devices, authorities found evidence of their preparation for a terrorist attack, correspondence with emissaries, an action plan, instructions for making improvised explosive devices, and video recordings showing their oath of allegiance (bayʿah) to the leader of Islamic State – Wilayat Khorasan.

A criminal case has been initiated under Part 1 of Article 252 (act of terrorism) of the Criminal Code of the Kyrgyz Republic. The detainees have been placed in pre-trial detention center No. 53 for minors, and efforts are underway to establish their criminal connections within Kyrgyzstan.

The incident serves as a reminder of the ongoing threat posed by radicalization and terrorism, especially among vulnerable youth. Authorities are continuing their efforts to combat extremism and ensure the safety and security of the public.
