Government Employees Exclusively Funded by State Budget, Bonus Payments Cut
The Ministry of Economy and Finance in Uzbekistan is set to revolutionize the wage system for civil servants by creating a unified structure funded solely through the state budget. This decision, outlined in the recent Resolution No. 210 by the Cabinet of Ministers, aims to eliminate disparities in salaries and bonuses while ensuring transparency and fairness in the payment process.
Under this new initiative, civil servants will no longer receive additional payments from extra-budgetary sources or targeted state funds. Instead, the Ministry of Economy and Finance will develop a regulatory framework by September to revise the current wage system and budget distribution, with the goal of establishing a consolidated budget.
In addition to streamlining the payment process, the Ministry also plans to reduce the number of extra-budgetary accounts held by ministries and government agencies. These accounts, formed through duties, fees, fines, and deductions, will be consolidated to simplify financial management and ensure accountability.
Recognizing the shortcomings of the current system, the Ministry aims to create a more transparent and fair wage system for civil servants. This includes defining job categories, standardizing funding sources, prohibiting payments from extra-budgetary funds, and introducing new metrics such as tariff coefficients, civil service ranks, KPIs, and annual bonuses.
Overall, the Ministry of Economy and Finance is committed to fundamentally reforming the wage system for civil servants in Uzbekistan, paving the way for a more efficient and equitable payment structure.
