
Government Introduces Energy Subsidies and Assistance for Low-Income Families

The government of Uzbekistan is taking steps to support low-income families during the upcoming heating season by introducing state compensation for electricity and gas payments. Starting from May 1, 2025, until April 1, 2027, eligible families will receive assistance through the Unified Social Protection Register. This assistance will be available to families already receiving child benefits or financial aid, households listed in the Low-Income Families Register, and families with a per capita monthly income that does not exceed 1.5 times the minimum consumption expenditure level.
Under this program, the government will cover the price difference between standard and increased rates for energy consumption exceeding the basic norms. This includes compensation for up to 150 kWh of electricity per month and up to 250 cubic meters of natural gas during the heating season, and up to 150 cubic meters in other periods.
Additionally, to provide extra support during the 2025/2026 heating season, a one-time financial aid of 1 million UZS will be distributed in November 2025. This aid will be allocated to families registered in official social support databases and those recommended by the “Mahalla Seven” community council as in need.
Priority will be given to vulnerable groups such as families who have lost their primary breadwinner, households with disabled members, families caring for children with disabilities, and those undergoing long-term medical treatment. The number of families added to the supplementary list should not exceed 40% of the families already registered in the official databases.
This initiative aims to alleviate the financial burden on low-income families during the heating season and provide much-needed support to those in need.
