Khiva to Shift Government Offices as City Becomes Tourist-Exclusive Zone

Khiva’s Shift: Government Institutions to Relocate, Boosting Tourism
In a significant step towards enhancing tourism, all government institutions in the historic city of Khiva will be relocated to the Angarik neighborhood on the outskirts of the city. This bold initiative, announced by President Shavkat Mirziyoyev, aims to transform Khiva into a more tourist-friendly destination by ensuring that only tourism-oriented facilities remain within the city limits.
During a meeting on May 2, President Mirziyoyev expressed his vision for Khiva, emphasizing the importance of catering exclusively to the needs of tourists. As part of this plan, new administrative buildings are set to be constructed on vacant land in Angarik, allowing for a streamlined focus on tourism within Khiva’s historic city center.
This relocation comes alongside a larger privatization program targeting government buildings. Officials have been directed to create a comprehensive strategy for the sale of all administrative structures in both Khiva and Urgench. By 2025, 41 government buildings and approximately 350 hectares of land in Khorezm are slated for sale, presenting promising opportunities for the service, tourism, and manufacturing sectors.
The proposed changes include converting existing government buildings into hotels, service centers, and entertainment venues. In Urgench, an analysis has identified 45 government buildings totaling 61,000 square meters, along with 21 hectares of land, which could collectively provide employment opportunities for at least 500 individuals.
"This initiative represents a significant opportunity for growth," President Mirziyoyev remarked, underscoring the potential benefits for local economies and communities involved in tourism and service industries.
The changes are poised to breathe new life into Khiva, creating a more vibrant atmosphere tailored to the experiences of visitors while fostering economic development in the region.
