Bishkek – 19 June 2023, 14:01 – The Kyrgyz Parliament is set to adopt a bill that will regulate the rules for the use of electric scooters and impose penalties for traffic rule violations. The bill’s initiator, MP Marlen Mamataliev, made the announcement during a briefing in Bishkek.

Mamataliev stated that the amendments are being developed in collaboration with the Main Traffic Safety Department and emphasized that the intention is not to ban electric scooters. He explained that this form of transportation was not widely popular before and was not adequately addressed in existing laws and codes. The aim is to establish clear regulations regarding where electric scooters can be used, define responsibilities in the event of an accident, and introduce mandatory requirements such as the presence of reflective elements during night-time use.

The proposed amendments will be made to the law on traffic and the Code of Offences. However, due to time constraints, the Parliament will not be able to adopt the bill before the summer recess, which traditionally starts on July 1st. Mamataliev stated that the bill will be sent for public discussion within a week and will be considered by deputies in September.

This step towards regulating the use of electric scooters is crucial as their popularity continues to grow in Kyrgyz Republic. Establishing rules and responsibilities will ensure the safety of both scooter riders and other road users.
