Uzbekistan Takes Steps to Combat Workplace Harassment and Violence

Uzbekistan’s deputies have taken a significant step towards protecting employees from workplace harassment and violence by approving amendments to the Labor Code in the first reading. The proposed changes not only aim to ban and prevent such actions but also provide additional support for victims and introduce paid paternity leave for fathers.

During a meeting, the Legislative Chamber of the Oliy Majlis of Uzbekistan conceptually approved the draft law, which includes provisions to transfer or terminate the employment of employees found guilty of harassment or violence. The bill also grants employers the right to take action based on conclusions from trade union organizations or internal investigations.

Responding to concerns about the presumption of innocence, Deputy Minister of Employment and Poverty Reduction Rano Turdiboeva clarified that the amendments do not establish administrative or criminal responsibility but provide employers with the option to take necessary actions. Cases of harassment or violence will be reviewed by an ethics commission or union representatives.

The draft law also aims to protect the rights of employees affected by harassment or violence, offering them additional leave with full pay. Furthermore, individuals affected by domestic violence will be recognized as a socially vulnerable group, receiving additional state employment guarantees.

Additionally, the proposed amendments include the introduction of paid paternity leave for fathers following the birth of a child. This provision aims to provide equal opportunities for both parents to take care of their children, extending the current regulations that allow pregnant women and mothers with children under three years old to work night shifts with a medical certificate.

With a majority of 111 deputies voting in favor of approving the draft law in the first reading, Uzbekistan is taking important steps to create a safer and more inclusive work environment for all its citizens.
