Tashkent City Administration Holds the Most Debts in Uzbekistan

According to recent court decisions and executive documents maintained by the Bureau of Court Execution (BCE), it has been revealed that the Tashkent city administration is burdened by a significant amount of debt. In fact, it holds the record for the highest debt among all administrative regions in Uzbekistan.

The total debt of the Tashkent city administration, as per the executive documents, amounts to a staggering 209.5 billion soums. Notably, the largest debt owed by the capital administration is 88.5 billion soums, which is owed to “Khisorak Beshyogoch” LLC. This is not the first time that Kun.uz has reported on the debts accumulating in the administration. From banks to jewelry firms, the capital’s administration has debts from various business enterprises.

In 2022 alone, the Tashkent city administration spent approximately 20 billion soums on entertainment events and festivals, which were publicly known. Moreover, it donated 7 billion soums to the “Pakhtakor” FC for sponsorship purposes.

Following Tashkent, the Andijan region ranks second in terms of debts, with a total debt of 13.9 billion soums, as per court decisions and executive documents. The majority of the region’s debt, amounting to 1 billion 770 million soums, is owed to Khalq Banki JSC.

The Surkhandarya region administration has a debt of 775.6 million soums, primarily owed to one LLC, according to the available executive documents that resulted from court decisions filed nearly two years ago in August 2021.

Meanwhile, the administration of the Kashkadarya region carries a debt of 147 million soums, with the largest portion of this debt, 72.6 million soums, owed to the Karshi inter-district court on civil cases.

In the Sirdarya region administration, the debt adds up to 68.2 million soums, with 59.2 million soums representing the unpaid balance of a 666.2 million soums debt initiated by a court decision in August 2019.

The Tashkent region administration has an outstanding debt of 31.4 million soums, with 15.2 million soums owed based on an executive document from the Urta Chirchik interdistrict court on civil cases. This debt is owed to a citizen, indicating the administration’s obligations towards individuals.

The Navoi region administration also has unpaid debt amounting to 23.2 million soums, where 20 million soums are likely due to electricity. The Regional Electric Networks Company is named as the collector of this 20 million soums debt.

The Jizzakh regional administration owes 7.8 million soums, the Khorezm regional administration owes 4 million soums, the Council of Ministers of the Republic of Karakalpakstan owes 3.4 million soums, and the Samarkand regional administration owes 3.2 million soums. Notably, there are no outstanding debts in the administrations of the Bukhara, Fergana, and Namangan regions.

It is important to note that this information is based on the online BCE database. There may be additional debts not included in this database, but it is challenging to identify them through open sources.

The accumulation of such significant debts in various administrative regions of Uzbekistan raises concerns about the financial management practices and accountability of these administrations. It remains to be seen how these debts will be addressed and resolved in the future.
