Namangan Judge Frees Brothel Operator despite Criminal History
Judge Avazbek Inomov of the Namangan regional court has once again made headlines for his controversial decision to release a woman convicted of procuring and operating a brothel. This decision comes on the heels of his previous ruling to overturn the theft conviction of a district mayor’s son. Despite these actions, Judge Inomov was awarded the “Exemplary Judge” title in January.
The woman in question, Shokhsanam Dadabaeva, was serving a five-year and one-month prison sentence for her involvement in operating an illegal brothel. Alongside her accomplice, Jamila Davronova, they were caught arranging paid sexual encounters at a massage parlor under the guise of offering Hijama therapy.
Despite being a repeat offender and already serving a probation period for a previous crime, Dadabaeva appealed her sentence. Judge Inomov presided over the appeal hearing and decided to reduce her prison term to a conditional sentence with a three-year probation period. This decision resulted in Dadabaeva being released from custody in the courtroom.
This lenient decision has raised concerns as it overlooks Dadabaeva’s criminal history and the fact that she committed the new offense while still on probation. Judge Inomov has also faced criticism for his previous controversial rulings, including overturning a theft conviction for the mayor’s son.
Despite these controversies, Judge Inomov was honored with the “Exemplary Judge” title by the Supreme Judicial Council, highlighting his supposed outstanding performance and high ratings in 2024. Public outrage and media scrutiny have followed these decisions, raising questions about the integrity and fairness of the judicial system in Namangan.
