Uzbekistan to Launch Online Platform for Wholesale Electricity Sales in 2026

In an effort to modernize Uzbekistan’s power grid, the government has announced plans to launch an online platform for wholesale electricity sales in 2026. International consultants, including the American firm BCG, will be involved in developing the trading platform, which is part of broader efforts to attract $4 billion in investments over the next five years.

The announcement was made following a meeting held by President Shavkat Mirziyoyev on January 28 to discuss measures for the development of the energy sector from 2025 to 2035. Sherzod Khodjaev, Director of the Agency for the Development and Regulation of the Energy Market, highlighted the directives to maximize the use of renewable energy sources, reduce electricity production costs, and integrate solar and wind energy into the grid.

Khodjaev also emphasized the importance of localization in the construction of new power plants, which will involve using local products and domestic engineering services. However, Uzbekistan currently faces a shortage of qualified engineers, prompting the development of a program to address this issue.

To bridge the staffing gap, a new higher education institution focused on energy will be established to train engineering specialists through dual education. Graduates will also undergo advanced training abroad to apply their skills effectively upon their return.

The competitive wholesale electricity market in Uzbekistan will be established in 2026, with trading taking place through a transparent electronic platform where prices will be set hourly. International consultants, including German company DNV and American firm BCG, will develop the technical specifications for the trading platform.

The Cabinet of Ministers approved regulations for the Agency for the Development and Regulation of the Energy Market in May 2024. The agency will be responsible for overseeing the establishment of competitive wholesale and retail electricity markets, approving electricity supply tariffs, and other related payments beginning in 2026.

During a meeting with entrepreneurs in December of last year, President Mirziyoyev stressed the importance of transitioning to a competitive market model in the energy sector. He also announced the planned launch of the wholesale online electricity market in Uzbekistan in 2025.
