Parole for Child Abuse Offenders Abolished in Kyrgyzstan

Bishkek – 24.kg news agency reported on February 20, 2025, that the President of Kyrgyz Republic has signed a new law amending the Criminal and Criminal Procedure Codes of the country. The purpose of these amendments is to protect the rights to life and sexual integrity of children and disabled persons from criminal offenses.

The new law introduces several important changes to the Criminal Code. Firstly, it includes deprivation of the right to hold certain positions or engage in certain activities as an additional type of punishment for intentional crimes against the life, health, or sexual integrity of a child or a disabled person, especially if the crime was committed using an official position.

Secondly, the law eliminates the possibility of release on parole for individuals sentenced to imprisonment for crimes against the sexual integrity of children or disabled persons. Additionally, it allows for life imprisonment to be imposed on offenders over the age of 60 for crimes against the sexual inviolability and freedom of children or disabled persons.

Furthermore, amendments are being made to the Criminal Procedure Code, allowing the court to issue a guilty verdict without imposing a punishment in cases where the individual is severely ill and unable to serve their sentence or if the statute of limitations for prosecution has expired.

It is important to note that these changes come into effect upon the official publication of the law. These amendments are a step towards strengthening the protection of vulnerable populations in Kyrgyz Republic and ensuring justice for victims of heinous crimes.
