
President Signs Law Granting Benefits to Akylman Lyceum Graduates

Kyrgyz President Grants Privileges to Graduates of Akylman Presidential Lyceum
President of Kyrgyzstan, Sadyr Japarov, has recently signed amendments to the laws “On the state civil service and municipal service” and “On education,” granting special privileges to graduates of Akylman Presidential Lyceum.
The amendments were introduced in order to provide further support and encouragement to talented youth and to help train the next generation of specialists. According to the new regulations, graduates of Akylman Lyceum now have the right to choose a university and form of study to obtain secondary and higher education in the Kyrgyz Republic at the expense of a state educational grant. They also have the opportunity to pursue education in foreign universities included in world rankings, also funded by a state grant.
Additionally, graduates may receive a state scholarship if they receive a full grant to study at a foreign university ranked globally. In return for these opportunities, graduates are required to work in state bodies, local government bodies, state institutions, organizations or enterprises for a specified period or reimburse tuition costs if they fail to fulfill the agreement terms.
Upon completion of higher or secondary education, graduates of Akylman Presidential Lyceum, as well as recipients of the El Umutu presidential international scholarship, are eligible for inclusion in the personnel reserve of the state civil service and municipal service without competition, if they graduate with honors.
The President had established the El Umutu presidential scholarship on May 10, 2022, to support young Kyrgyzstanis pursuing master’s and doctoral programs at foreign universities. The scholarship provides financial aid of up to $50,000 to citizens who enroll in one of the top 100 universities globally. In 2023, at least 13 individuals were awarded the El Umutu scholarship.
Akylman Presidential Lyceum, which opened in the summer of 2023, is funded by the President’s Fund and is under direct supervision of the head of state. These initiatives aim to empower and reward talented youth while contributing to the development of skilled professionals in the country.
