Russia Slashes Quota for Migrant Temporary Residence in Half for 2025

The Russian government has approved a quota for temporary residence permits for foreigners in the country for the year 2025. A total of 5,500 permits will be issued next year, which is a significant decrease from the 10,595 permits issued in 2024.

According to reports, the quota will be distributed among the various regions of Russia based on their applications. The largest number of permits, as usual, will be allocated to Moscow and the Moscow Oblast, with 1,000 and 350 permits respectively. The quota for temporary residence permits has been decreasing over the past five years, with the government issuing fewer permits each year. Despite this, some regions are not utilizing their allocated quota fully. For example, in the first seven months of 2024, only 20.4 percent of the set quota was used.

The quota for 2025 is based on proposals received from different regions of Russia, taking into account the migration and economic situation in each area. In addition, a quota reserve of 1,650 permits has been set aside for next year.

A temporary residence permit allows foreign citizens to live and work in Russia for up to three years. It is a confirmation of their right to reside in the country until they receive a permanent residence permit.
