This development was in response to a presidential decree dated January 31, 2023, which tasked the Defense Industry Agency under the Ministry of Defense with creating the draft law and submitting it to the Cabinet of Ministers by March 1.

According to the decree, the State Commission on Equipping the Armed Forces of Uzbekistan will be responsible for considering and approving the defense order. The state unitary enterprise “O‘ztextreyd” has been designated as the sole agent for purchasing (importing) military and dual-use products produced abroad under the state defense order.
