The Lower Chamber of Parliament Passes Law on State Defense Order
The Legislative Chamber of the Oliy Majlis has recently passed a new law on the state defense order, aimed at regulating relations related to ensuring security, preventing, and responding to emergencies. The law, passed on August 20 in its third reading, was developed to create a unified legal mechanism for setting objectives and tasks, forming and implementing the state defense order, clarifying the powers of state bodies, and regulating their mutual relations.
The draft law outlines the main concepts, goals, and tasks in the field of state defense orders, as well as state regulation in this area, the formation and implementation of state defense orders, and the establishment of procedures for confidentiality. This development was in response to a presidential decree dated January 31, 2023, which tasked the Defense Industry Agency under the Ministry of Defense with creating the draft law and submitting it to the Cabinet of Ministers by March 1.
According to the decree, the State Commission on Equipping the Armed Forces of Uzbekistan will be responsible for considering and approving the defense order. The state unitary enterprise “O‘ztextreyd” has been designated as the sole agent for purchasing (importing) military and dual-use products produced abroad under the state defense order.
