
UN General Assembly Adopts Resolution on Turkmenistan’s Permanent Neutrality

The United Nations General Assembly has unanimously adopted the Resolution on the “Permanent Neutrality of Turkmenistan”. This decision was made during the 61st plenary meeting of the 79th session of the UN General Assembly on March 21, 2025, under Agenda item 61, “Peacebuilding and Peacekeeping”.
In her presentation of the Resolution, Aksoltan Atayeva, the Permanent Representative of Turkmenistan to the United Nations, highlighted the significance of Turkmenistan’s permanent neutrality as the cornerstone of the country’s foreign policy. This status serves as the basis for Turkmenistan’s balanced peacekeeping doctrine on the global stage.
Turkmenistan has consistently demonstrated the effectiveness of its neutral stance since the first UN General Assembly resolution on Permanent Neutrality was adopted on December 12, 1995. The support of the international community has been instrumental in promoting Turkmenistan’s neutral position as a key tool for preventive diplomacy at both regional and global levels.
Atayeva emphasized that neutrality is deeply embedded in Turkmenistan’s domestic and foreign policies, enshrined in the Constitutional Law of Turkmenistan on Permanent Neutrality, and rooted in the historical heritage and traditions of the Turkmen people. These principles prioritize peace, dialogue, and mutual respect in the country’s governance.
The Resolution also encourages the use of neutral countries’ territories for peaceful negotiations, emphasizing the role of neutrality in facilitating diplomatic dialogue. Turkmenistan’s neutral policy is actively reflected in institutions such as the United Nations Regional Center for Preventive Diplomacy for Central Asia in Ashgabat and the Zone of Peace, Trust, and Cooperation in Central Asia.
In recognition of Turkmenistan’s commitment to neutrality, the UN General Assembly declared December 12 as the International Day of Neutrality in 2017. Additionally, the Group of Friends of Neutrality was established on the UN platform, and this year, significant events are taking place as part of the International Year of Peace and Trust.
