Former Yalova Mayor and Officials Sentenced to Prison for Bid Rigging
A recent case heard at the Yalova 5th Court of First Instance has resulted in a decision regarding the defendants, former Yalova Mayor Vefa Salman, then Deputy Mayor İlyas Özdemir and civil servant Erkam İlaslan. The charges brought against them were related to bid rigging.
The prosecution presented evidence that the tender for the municipality-owned cafeteria at Uğur Mumcu Cultural Center, which was initially held on March 13, 2019 for a price of 18 thousand liras, was re-held on July 10, 2019 due to the lack of a rental agreement. The subsequent tender was awarded for 4 thousand liras, resulting in a public loss of approximately 14 thousand liras. It was also noted that defendants İlyas Özdemir and Erkam İlaslan did not notify the Ministry of Internal Affairs that the contract was not signed, and they took this action with the knowledge of defendant Vefa Salman.
The prosecution demanded that the defendants be sentenced to prison.
In his defense, Vefa Salman claimed that he left the Mayorship to the Deputy Mayor six months before and after the election, and that he only approved tenders without detailed information. He denied the accusations made against him.
However, the court ultimately sentenced the defendants Vefa Salman, İlyas Özdemir, and Erkam İlaslan to 2 years and 6 months in prison. The court also decided that there was no need to postpone the prison sentence and the announcement of the sentence.
