The General Directorate of Mint and Stamp Printing House to Implement Rebar Monitoring System
The General Directorate of Mint and Stamp Printing House has announced that it will be implementing the Rebar Monitoring System (IDIS) at the beginning of the year. This system will track domestically produced or imported rebars until they reach the usage stage.
According to officials, the necessary studies for the implementation of IDIS have been completed, and it will soon be put into operation. Through this system, rebars produced domestically or imported by the General Directorate of Mint and Stamp Printing House will be monitored from the production and import stage to the final sale or use in construction by the contractor. Data from the system will also be shared with the Ministries of Environment, Urbanization and Climate Change, the Ministry of Commerce, and the Revenue Administration.
In line with a relevant communiqué, it will be mandatory for producers, importers, exporters, wholesalers, dealers, traders, and building contractors to switch to IDIS before January 1, 2024.
How Will the System Work?
To effectively track the rebars, security labels and rebar ties using special ink will be supplied by the Mint and applied to the rebars. These labels will be highly secure and cannot be copied. They will also contain information such as the date of production of the iron.
Domestic rebar producers will apply the labeling in their production facilities, while imported rebars will be labeled at points determined by the Mint. The labeling will be attached to each anchor tie, and taxpayers will inform the Mint about their label requests via IDIS.
The shipping process will also be integrated into the system, with security labels being scanned and inspected during field inspections. Manufacturers and importers will use a mobile application to log in to the system, complete the registration, and activate their products.
When rebars are shipped to wholesalers, dealers, and building contractors, check-out and delivery will be made through the application, and these transactions will be integrated with e-delivery note and e-invoice. The carrier of the goods will also be involved in this process, allowing for the monitoring of purchase and sale processes from the production and import stage to the construction contractors.
Building contractors will be responsible for checking and receiving the anchor ties registered with IDIS, while building inspection organizations will electronically record the label information of the samples they take into the system. Additionally, the results of rebar samples sent to the laboratory will be uploaded to IDIS.
All stakeholders will be obliged to register with IDIS, and fines will be imposed for irregularities. With the implementation of IDIS, it will not be possible to produce, export, import, purchase, sell, or use rebars outside of the system.
