Uzbekistan to Introduce Changes in Energy Pricing and Consumption

In Uzbekistan, there are plans to introduce new measures related to energy pricing and consumption in order to liberalize prices for energy resources and implement social norms for their usage. This decision was announced by Deputy Energy Minister Umid Madaminov, with reference to a resolution by the Cabinet of Ministers.

Starting from May 1, the following social norms for energy consumption will be established:

– Electricity: Up to 200 kWh per month
– Gas (from March to October): Up to 100 cubic meters
– Gas (during the heating season from November to February): Up to 500 cubic meters

The social norm of energy consumption entails a certain amount of energy that is provided to the population at a preferential rate. This means that energy is sold at a discounted price up to a specific limit, and any consumption beyond that limit is subject to market prices.

With the implementation of these changes, energy prices are set to increase.

Electricity tariffs for household consumers living in apartment buildings and dormitories equipped with electric stoves for cooking will see an increase. The tariff will range from 147.5 to 225 soums within the social norm of up to 200 kWh per month. For higher consumption levels, the tariffs will also increase accordingly.

Natural gas prices will also see revisions, with prices set to increase during the heating season from November to February. The price per cubic meter of natural gas will vary based on consumption levels.

Additionally, tariffs for liquefied gas for the population and gas supplied to automobile gas filling compressor stations will also witness an increase in prices.

Further adjustments in tariffs are scheduled for April 1, 2025, with tariffs set to increase once again for both electricity and gas consumers.

It is important to note that the last time gas and electricity tariffs were increased was in August 2019. Authorities have previously delayed tariff increases, with the last planned increase from July 1, 2022, being cancelled.

The changes in prices for electricity and gas will also impact large enterprises, budgetary organizations, and other legal entities, with revised tariffs coming into effect from October 1, 2023.
