Illegal Privatization of Hospital Properties Uncovered in Kyrgyzstan
In a recent report by the State Committee for National Security of Kyrgyzstan (SCNS), it has been revealed that various buildings and land plots belonging to the Kochkor-Ata territorial hospital were illegally privatized. The SCNS press center has confirmed this discovery, pointing out that the illegal activities took place between 1993 and 2009.
During an inspection, it was discovered that the southern territorial department of the State Property Management Fund and local authorities of Kochkor-Ata were systematically alienating objects from the hospital’s balance sheet. This led to the illegal privatization of four administrative buildings, part of the maternity ward, and a territory totaling 28 ares. Subsequently, two residential buildings, two private clinics, and five pharmacies were constructed on the unlawfully alienated land.
The President of the Kyrgyz Republic issued a decree in 1995 prohibiting the sale of social infrastructure facilities to private individuals. Additionally, according to the Land Code, buildings and structures are intrinsically linked to the land plots they occupy, preventing their separate alienation.
In response to this revelation, the SCNS has collaborated with the prosecutor’s office to initiate the process of returning the unlawfully privatized properties and land back to the city hospital’s balance sheet.Authorities are conducting a thorough investigation to hold those responsible for the illegal privatization accountable for their actions.
